Who We Are

Restaurant Opportunities Center of Philadelphia was originally established in 2011. Years later in 2013, our chapter in Pittsburgh was started, together creating Restaurant Opportunities Centers of Pennsylvania (ROC PA). 

ROC PA is a chapter of the national non-profit organization, ROC United – which advocates for dignity, respect, and justice for restaurant workers. We have successfully enacted paid sick days in both Philadelphia and Pittsburgh and we have passed a number of progressive measures to protect workers in Philadelphia.

What We Do

ROC PA has excelled at building coalitions to advance industry standards for workers across the commonwealth. We are a steering committee member of the We the People PA/Raise the Wage PA coalition which advocates for at least $15 per hour minimum wage and the elimination of the sub-minimum wage. This is a statewide coalition of 70 community grassroots, labor, and religious organizations.

Statewide, ROC PA is a member of the Pennsylvania Campaign for Women’s Health which is a coalition advocating for women’s economic and physical health needs.

We are also a founding member of Coalition for Restaurant Safety and Health (CRSH) an organization dedicated to eradicating sexual harassment in the resturant industry.

Additionally ROC PA is a founding member and steering committee member of the Coalition to Respect Every Worker (CREW), a Philadelphia based coalition that has achieved city council victories for low wage workers including anti-retaliation legislation around COVID-19-related issues, fair work week scheduling which guarantees a ten-day advanced notification of work schedule, and wage theft legislation. CREW was also able to establish a permanent labor law enforcement department for the city of Philadelphia through a ballot initiative that passed with 81% of the vote.

Locally, ROC PA has partnered with over 70 restaurateurs, mom and pop to fast casual to fine dining to promote sustainable workplace practices. From running alternative business models to providing staff clear career ladders and paying higher living wages our employer partners are united in raising industry standards in employment. 

Recently, ROC Pennsylvania has been selected to co-lead the Paid Leave for All campaigns at the state and federal levels. ROC has a worker-member on the national Voices of Workers (VOW) group led by Family Values @ Work to advocate for paid family leave at the federal level.
